The complex will be a prestigious landmark building on the final area of land available for commercial development within the city's closely-controlled planning authority and will be iconic but at the same time sensitive to the heritage significance of the location.
A lease for the land and all of the permissions for the planning consents have been granted and approved by the city administration.
This is a unique project in Russia's history. The oceanarium complex is Russia's first ever and there is overwhelming support for its construction, both publicly and politically. It is hard to imagine another project that would attract so much attention and unanimous support- there is clearly an unrepeatable opportunity for success with this development.
The complex will have a total area in excess of more than 180,000 sq.m. on a 4 hectare site and is currently being planned to include the following major features:

4 star hotel of around 20,000 sq.m and 200 to 300 rooms

large edutainment center with multiple attractions including bowling, childrens' facilities, conventional amusements, arcade and video games, a stage/show area and an 10-screen multiplex cinema totalling over 19,000 sq.m
